1) When giving status a reason must be declared, right? I bring this up for two reasons. -The Leadership skill lets you know details, which I'd guess includes what they did to deserve it. -In the last game I was in two elders tried to infinitely give each other Favored just for the mechanics.
2) Is there a time frame on giving status? I can see it working both ways. -For: If the event that happened didn't come to light until now, sounds perfectly reasonable. -Against: If the event happened prior, why wasn't it recognized when it happened? Waiting on events could also circumvent things like Favored, which can prevent further negative status for the night.

According to the rules on Status (pg 132 in the rulebook), you can only hold 5 Fleeting status at a time, without a Lesser or Greater Status ban.
Also, you can only receive Fleeting Status by one of two ways: A) Meritorious conduct B) Patronage by someone higher ranking than you in the Sect
So, rules as written, two Elders of equal rank cannot patron each other, and thus cannot grant each other Fleeting Status.
Also, I believe all Fleeting Status gains (and expenditures) must be done publicly, by those same rules. So, trying to game the system would be subject to scandal by the Harpy, and probably a good way to get your Fleeting Status traits stripped from you as a result.

In addition, most of the abilities to grant a fleeting status have the following line (example is the Noble status):
"An individual can only hold a single status from your Noble status at a time, but may benefit from repeated uses of Noble so long as they originate from separate sources."
So while you can give someone a status once in the night, you can not then give it to that same person again later.
As far as i know you can still praise them, just not give them the official status. Which could get kind of confusing since some buzz words like "loyal" are also a status.

Starts on pg 310.
Elders can give each other Favored, but without a reason beyond being "friends." That may look a bit petty in Vampire Society.
Examples of awarding status. They should always include what is granting the Status. General rule is that a Status mentioned shoudl insert itself easily into a sentence.
"As an Established member of the Camarilla, I find Favor with Claudia for gracing me with such delightful conversation this evening."
"As a Noble Primogen of Manchester I find Claudia to be a truly Loyal citizen of the Tower for her defeat of the Sabbat this evening."
"I find the outburst by Claudia during Court to be quite Vulgar to my Noble Ears."
"As a Loyal member of the Tower I apologize for my outburst but ask that you overlook this matter and hold off on your Warning kind Elder."

It's all about giving that reason it can be a weak one but of your giving status you want to hide what it's for of your planning to use it to power game and break the system.

Okay, expanding on the timing question. I'm going to use Andrew Lincoln as an example. He just became Seneschal, but he's an elder and can only choose one of these sources for abiding status and needs to choose at the beginning of the night.
Let's say he chooses his new position and I start insulting him directly in public and say that his nice suit looks like it came from Savers. He doesn't have the Established status which could give out Warned status for directly and openly insulting him. Fast forward to next game where he chooses to use his position as an Elder for abiding status. Can the man in the funny suit warn me, or did he miss his chance since he didn't have the status at the time?

Based on established having a passive that triggers when you insult me. I would say no the man in the funny suit lost his chance. If I spent it then maybe but it's now been a month so now I look like a sad man in a funny suit

Yeah you have to pick one before game, and he can't wait till next game to give you negative status.

He can't give out Warned later, but he can however give out Vulgar because Seneschal gets Noble. If the person does not block the Vulgar with a fleeting status then they are stuck with Vulgar and can not block any other negative status for the night. (Vulgar is handy for if you plan on ruining someone socially over the course of a night with other people.)
