The following decree as been made to known to all kindred of the Camarilla court of Manchester by either in person meetings or postings having been made available for reading during formal gatherings:
The current diplomatic relationship between the Manchester Camarilla and kindred of the Independent clans within the greater Manchester Area is the following.
Kindred of independent clans welcome to announce yourselves to the Camarilla court of Manchester and join it's ranks. Hospitality will be afforded to you and you will be permitted to maintain boons with the court's harpy. Camarilla formalities and decorum is expect to be maintained by all kindred of the court regardless of clan affiliation. Representation has been afforded to these kindred in the form of a non-pillar Primogen who sits on the Primogen council.
Kindred of independent clans who do not wish to formally join the Camarilla court of Manchester are expected to organize a meeting with the Prince and work out some kind of diplomatic terms. If kindred of independent clans refuse to do so, kindred of the Camarilla court are not expected to afford them the protections or niceties of the tradition of hospitality and will not be held at fault in the Camarilla court for such transgressions.
