Court procedures for the Camarilla court of Manchester

The following decree as been made to known to all kindred of the Camarilla court of Manchester by either in person meetings or postings having been made available for reading during formal gatherings:
A new formal format has been created for the court procedures for the Camarilla court of Manchester. Hopefully the new procedures will help us stay organized and put us on better footing in our efforts to reestablish our dominance over the queen city.
(OOC> A few players and I have tried to make court a more interesting occurrence in game. We wanted to make sure that the spotlight of this portion of the game was shared to as many players as possible and help grant incentive to players to take an active role in the court sessions of the game.)
Unless an emergency session of court is called, the following will be the standard format of court going forward for the Camarilla of Manchester New Hampshire.
-House Keeping notes (The keeper of Elysium or their deputy in their absence.)
Court will always be held in Elysium, the second Elysium will be made available to recognized kindred of the Camarilla court of Manchester for those that don't want to participate in court but still seek the protection afforded to them by the hollowed grounds of Elysium. The keeper or their deputy will be expected to explain the expectations held to all kindred while they are in Elysium and at court. The keeper will also introduce special guests, protect the proceeding and remove anyone who has threatened Elysium.
-Forward (The prince)
Once the Keeper or their deputy has spoken their part, the prince will speak next in regards to the pressing matter that they expect to be addressed by either the upper or lower court members, addressing matters that my stall or cancel court and generally decide the order of the lower court's titled members to speak. (Upper courts order is decided by a preset order, lower courts order will be set in order of importance as determined by the prince.)
-Business from the lower court (The keeper of Elysium, the Harpy, the Sheriff, the scourge or any of their deputies in their absence)
Once the order of these titled members is decided by the prince, these titled members of the court will be able to address the court with their business. Each of these titled members of the court have a different role in the court and thus will have different agendas to discuss. The following are examples of some of their agendas.
The keeper of Elysium: Addressing transgressions against Elysium, petitioning the court for resources to improve Eylsium, announcing new or temporary deputies to aid in their duties.
The Harpy: Announcing office hours for boon and status collection, issuing status to other kindred, announcing new or temporary deputies to aid in their duties.
The Sheriff: Addressing threats to the safety of the Camarilla court of Manchester, petitioning the court for resources for on going operations, announcing new or temporary deputies to aid in their duties.
The Scourge: Giving briefings on on going blood hunts, bringing unannounced kindred before the court for judgement, petitioning the court for resources for on going operations.
-Business from the upper court: (The primogen or their whips in their absence)
Once lower court has spoken, the Primogen council will have it's say in the dealings in court. The clans with present Primogen or whips will take turns speaking their business. Order for the clans was preset and then is subject to change at the whim of the prince. Higher seats may preempt lower seats but all seats will get a chance to speak. The following are examples of some of their agendas.
Petitioning for their clan's hunting grounds, dolling out status to other kindred, petitioning the court for support for investigations of city wide importance, declaring new or temporary whips, introducing new kindred of their clan to the city, calling forth problems with other clans.
-Declarations and Edicts (Seneshal)
Once both the lower and upper court have spoken, the Seneshal will speak next. The Seneshal will recap any declarations or edicts that were decided by the court over the course of the night. Once the declarations and edicts have been announced by the Seneshal they are understood to be law from that point forward.
-Closing: (Prince)
At the end of court, the Prince will speak once more on any topics that may have been over looked or on topics that they wanted to deal with personally. Once court has come to a close, it's proceedings will be made a matter of public knowledge by the Prince.
