Julia looks like she is about to say something at the mention of 'mystical' but stops and tilts her head slightly, thinking. While she is doing that she looks up when Paul comes over.
"Good evening, Primogen." She says to him with a nod. "I guess we are talking about tactics involving the Sabbat."

"Politics, warfare, or other?"

"The cease fire mainly. At thins point it's more devolved into an argument of if you were on the other side, how would you go about screwing with us here in the Cam, and flipping back to how do we mitigate that kind of thing to keep advantage?"

Paul nods in understanding, "Damage control. There are simply too many ways to attack us to prevent everything; and then again, we are likely not their main objective for the time being. A cease-fire allows them to concentrate on other issues. It's a matter I'll be bringing up with the primogen council. On top of this, they have been given territories in key locations to conduct their business and mitigate the issues plaguing them."
"We need to stop expansion into west Manchester or finding trouble with other supernatural factions and focus on controlling the territories we have. Territory is useless if you can't hold onto it. I may not agree with the Prince on the cease fire, especially the terms, but I do agree that we need to get our house in order."

Julia takes a sip from her drink listening to the conversation. "I was wondering if the Sabbat were looking for something, that's why they don't want us in certain areas and called for a ceasefire so they could look for it." She shrugs and finishes her drink.

Paul avoids directly stating the cause, but clearly has something in mind, "It's not necessarily about keep us out. A situation has arisen that makes their territory less desirable. They asked for strategic points to stop the source; in addition the territory we had is less ridden with this problem. There are two advantages right there."

Max sighs.
"Yeah, whatever is in West Manchester is hard to find but good at watching its area. Definite familiarity with the terrain. Though I would like to know who is patrolling our areas. All the coteries were pointed out, but this could easily turn into one of those things where if the responsibility gets divided among everyone. So then everyone assumes the next person will do it, until no one does. I feel like there a term for it, but can't remember it off the top of my head."

Her eyes began to sparkle with curiosity, "You think they are trying to stop something? Like what?" She turns to Max, "Yes, the prince suggested certain tasks to certain clans." She shrugs, "I guess its really the job of the Primogens," she indicates Max and Paul, "too make sure those jobs get done." She turns her attention to Paul clearly excited about something.

Paul gets a a hint of passion in his eyes as he lightly grips the table and opens his mouth to say something, but ultimately stopping himself. What comes out is his dry, logical tone, "It's a delicate topic and I need to think about how to present this information."
"In the end, it's a problem for the entire city. Right now it's focused on the Sabbat. If I present all the details then others would want to control the problem instead of fixing it, and in doing so they'd make more immediate enemies for our sect. So I'm afraid that's all I will say at the present moment."
"I will need to speak with your primogen at some point though. A different matter, but something more immediately threatening."

Max thinks through where Paul has been hinting, but never fully talking about. Ridden areas, issues plaguing the Sabaat, and a problem that's focused on the Sabaat. Than it all fits into place like realizing the full picture of a not yet finished puzzle.
"So, do you think Cato made a deal for that, or are we just lucky they haven't decided to cross us yet?"
"But, I digress. I think one of the big Coteries we should typically have on hand all the time is still one that just patrols our territories. Cause right now I don't know anyone running it, and if there are even people keeping a watch out. Better yet, if there are but they aren't organized and run into each other watching the same area, while others go unwatched."

Paul shakes his head, "I never had the opportunity to meet Prince Cato, but you bring up a good point. I'll ask one of my sources."
"First you must determine what areas need to be patrolled. Are any a sub domain? Are there feeding zones? Perhaps a rotating schedule would be better than a defined group. This would be a never ending task after all."

"Fair enough. But it's good to have contingencies set. So a schedule for patrols, plans to watch and maintain the masquerade, and possibly even basic stuff like a vague outline of territories so that we don't end up with a dozen kindred all feeding in the same area."

"I agree, territories need to be flushed out. Whether for awarding land, feeding, or patrolling it just makes sense from a tactical and organizational standpoint. We should lay down an outline and present it at the next meeting."

"Oh, I can certainly help with you speaking with my grandsire." Propping the tablet back up she turns on the screen, she spends a few seconds tapping the screen and letting the two primogen talk. "Primogen Turner, how does..." her voice trails off as she double checks something on the screen, "The night after tomorrow at 1?" ((same drill as before we can find a time IG sometime and I will let the STs know or you can just simply PM him.))

Max goes through the words, but Julia really isn't talking to him, and he hasn't much of a good way into that conversation.
"Actually, a meeting could be a good way to bang this out. If we sit down with the Sheriff, and find those interested in putting in the time. Should be able to get a schedule set up relatively quickly around next court."
